Mr. Phillips is the Chief of Staff for Texas Tech University President Jon Whitmore and also serves as Associate General Council for Texas Tech University. 

Adjunct Professor in the Department of Agricultural and Applied Economics.

B.S., Agricultural Economics and a Doctor of Jurisprudence, Texas Tech University.

Mr. Phillips teaches the Agribusiness Law course.
